Question:
The questioner says: The imam of the mosque who leads us in prayer recites qunut in the Fajr prayer most of the time, and rarely leaves it out, knowing that we pray behind him. Is it permissible for the follower to raise his hands behind this imam?

Answer:
If he recites qunut, there is no harm in reciting it with him, but it is better to leave it out. The Sunnah is not to recite qunut in the Fajr prayer, except in the Witr prayer only, or in times of calamity when a calamity befalls the Muslims—war, an enemy—where he supplicates in his prayer, raising his hands after bowing and supplicating. He recites qunut in times of calamity, as the Prophet (peace and blessings be upon him) used to do in the Fajr prayer and others.
As for making it a habit to recite qunut in the Fajr prayer permanently, this is contrary to the Sunnah, and the correct view is to leave it out. But if you pray with an imam who recites qunut, there is no harm in saying "Ameen" to his supplication and raising your hands. Yes.
