As for if it is for the people of the graves, it is major shirk, may Allah protect us from it. Allah the Exalted said: [Al-An'am: 162], meaning: My slaughter, [Al-An'am: 162-163]. And He, Glorified and Exalted, said: [Al-Kawthar: 1-2]. And the Prophet (peace and blessings be upon him) said: Sahih Muslim 1978b.
If they slaughter for the dead to draw near to the dead, it becomes major shirk, like one who slaughters for the awliya hoping for their intercession, or the healing of the sick, or the like of that, or calls upon them, or seeks aid from them, or vows to them, or circumambulates the graves. All of this is major shirk. As for if the slaughter is for Allah, but they consider this place suitable and a blessed place, this is an error. Allah (Exalted and Majestic is He) says in His great Book: [An-Nahl: 125]. And He (Exalted and Majestic is He) says: [Fussilat: 33]. And He, Glorified and Exalted, said: [Yusuf: 108]. Thus the followers of the Prophet (peace and blessings be upon him) call to Allah with insight, they teach the people, they guide the people, and they do not neglect. And he (peace and blessings be upon him) said in the hadith of Ali: Sahih al-Bukhari 3701. And he (peace and blessings be upon him) said: Sahih Muslim 1893a. Yes.

ادْعُ إِلَى سَبِيلِ رَبِّكَ بِالْحِكْمَةِ وَالْمَوْعِظَةِ الْحَسَنَةِ وَجَادِلْهُمْ بِالَّتِي هِيَ أَحْسَنُAnd who is better in speech than one who invites to Allah and does righteousness and says, "Indeed, I am of the Muslims."
وَمَنْ أَحْسَنُ قَوْلًا مِمَّنْ دَعَا إِلَى اللَّهِ وَعَمِلَ صَالِحًا وَقَالَ إِنَّنِي مِنَ الْمُسْلِمِينَSay, "This is my way; I invite to Allah with insight, I and those who follow me.
قُلْ هَذِهِ سَبِيلِي أَدْعُوا إِلَى اللَّهِ عَلَى بَصِيرَةٍ أَنَا وَمَنِ اتَّبَعَنِيif one man is guided on the right path (i.e. converted to Islam) through you, it would be better for you than (a great number of) red camels.
لأن يهدي الله بك رجلًا واحدًا خير لك من حمر النعمOne who guides to something good has a reward similar to that of its doer.
