Answer:
Incontinence is one of the illnesses. The one who suffers from constant incontinence of urine or wind is required to perform ablution for every prayer, just as the Prophet (peace and blessings be upon him) said to the woman with constant bleeding:
I perform wudu for the time of every prayerتوضئي لوقت كل صلاة
So when the time for prayer enters, he performs ablution and prays according to his condition. Even if urine comes out, as long as the time remains, he prays. He reads the Qur'an from the mushaf. He prays the obligatory and voluntary prayers as long as the time remains. When the time ends, his ablution is invalidated, and he has to perform another ablution for the new prayer.
And if it is urine or feces, he must clean himself from the urine and feces, then perform ablution on the limbs: he washes his face, rinses his mouth, and sniffs water into his nose, and washes his face and his arms including the elbows, and wipes his head including his ears, and washes his feet including the ankles.
As for if it is wind, he invalidates his ablution with wind, or touching his private parts, or sleep. This is sufficient for him with ablution... he does not need to clean himself, rather it is sufficient to wash the four limbs: he washes his face and his arms, and wipes his head, and washes his feet. Sleep, wind, touching the private parts, and eating camel meat do not require cleaning oneself. Cleaning oneself is for urine and feces. If urine or feces occur, he cleans himself, washing his private parts, and washing his back passage from the impurity, or he cleans himself with three stones or more until he purifies the place, or he combines them, cleaning with stones and using water. All of this is good.
And he is not required to do this regarding wind; passing gas or flatulence. If he passes gas or has flatulence, there is nothing in it but ablution, meaning: washing the four limbs. There is no cleaning oneself. Likewise, if he touches his private parts with his hand, or eats camel meat, or sleeps a deep sleep in which his mind is lost, a sleep that invalidates his ablution, he has to perform ablution, which is washing the four limbs. There is no cleaning oneself.
As for the one with incontinence, he performs ablution for every time if his condition is constant. He has constant wind, he has constant urine. This person performs ablution for every prayer. Whenever the call to prayer is made, he performs ablution. If there is urine or feces, he cleans himself. If it is wind, and the wind is constant with him, he performs ablution on his limbs only, meaning: he rinses his mouth and sniffs water into his nose, and washes his face, and his arms including the elbows, then he wipes his head including his ears, then he washes his feet.
