In the name of Allah, praise be to Allah, and may Allah send prayers and blessings upon the Messenger of Allah, his family, and his Companions, and upon those who follow his guidance. As for what follows:
There is no doubt that honoring the speech of Allah and honoring His names, Glorified and Exalted is He, is among the most important obligations, and this is part of honoring Allah.
It is obligatory for all sellers, printing establishments, and others to be cautious about placing the Name of Allah or verses from the Qur'an on things that are desecrated by children, or by others such as clothes and sheets placed on a person when sleeping, or on coffins, or anything else. None of this is permissible to contain any mention of Allah or anything from the Qur'an, because such things are desecrated. Likewise, anything that is desecrated by boys, or by people, such as vessels and the like, should not have the Name of Allah or anything from the Qur'an placed on them.
Therefore, anything that exposes the mention of Allah, or the verses, to desecration, being thrown in the trash, or on the ground, or the like, is not permissible. Rather, it is obligatory to protect the speech of Allah and His names, Glorified and Exalted is He, from anything that is a means to desecration or a way to desecration.
We have issued multiple fatwas, and the Permanent Committee has also issued rulings in this regard, clarifying the prohibition of this. We have also issued correspondence between us and the Ministry of Commerce to prevent this.
