Yes, it is permissible to speak during the adhan and after the adhan; there is nothing wrong with it. However, the recommended practice is to listen to the mu'adhdhin and respond to him. If he speaks out of necessity for one of the needs, there is no blame on him. He responds to the mu'adhdhin, and if he returns a greeting, congratulates a sneezer, or asks for a need, there is no blame in that. Praise be to Allah. Yes.
