Question:
If I catch the last rak'ah of the Maghrib prayer, is it permissible for me to recite a surah along with al-Fatihah in that last rak'ah, or not?

Answer:
You recite in the second rak'ah. When you stand to make up the missed prayer, you recite al-Fatihah and a surah with it in the rak'ah with which you begin the make-up, which is better. Then, in the final rak'ah, you recite only the surah, which is the third rak'ah in your case. If you recite something extra with it, there is no blame on you. It is established that al-Ṣiddiq (may Allah be pleased with him) used to recite after al-Fatihah in the third rak'ah of Maghrib
[Who say], "Our Lord, let not our hearts deviate after You have guided us and grant us from Yourself mercy. Indeed, You are the Bestower.رَبَّنَا لا تُزِغْ قُلُوبَنَا بَعْدَ إِذْ هَدَيْتَنَا وَهَبْ لَنَا مِنْ لَدُنْكَ رَحْمَةً إِنَّكَ أَنْتَ الْوَهَّابُ
[Al-Imran:8].
It is also established that some of the leaders of the Ansar, whom the Prophet (peace and blessings be upon him) commanded, used to recite with their companions after al-Fatihah
Say, "He is Allah, [who is] One,قل هو الله أحد
[Al-Ikhlas 112:1]
in every rak'ah, along with additional recitation in the first and second rak'ahs. Yes.
