Q: What is the ruling on reciting a surah after al-Fatihah in the first two rak'ahs , and is it permissible for one who forgets it to recite it in the third and fourth rak'ahs, or must he perform the prostration for forgetfulness?
A: It is prescribed for the one praying to recite a surah after al-Fatihah in the first two rak'ahs, based on what is established from Abu Qatadah (may Allah be pleased with him) that the Prophet (peace and blessings be upon him)
He used to recite in the midday prayer in the first two rak'ahs the Mother of the Book and two surahs, lengthening the first and shortening the second, and sometimes he would make the verse audible, and in the last two rak'ahs he would recite the Mother of the Book.كان يقرأ في الظهر في الأوليين بأم الكتاب وسورتين ويطول الأولى ويقصر الثانية ويسمع الآية أحيانًا وفي الركعتين الأخريين بأم الكتاب
, and if one forgets it and does not recite it in the first two rak'ahs, it is dropped from him and the prostration for forgetfulness is not obligatory for forgetting it; because its recitation is a recommended practice (sunnah) and not obligatory. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
