Question:
The questioner: Your Eminence! Some people make many vows, then they hesitate about them and find them difficult. Do you have a word for such people, Your Eminence?

Answer:
The Shaykh: The Prophet (peace and blessings be upon him) forbade making vows, and it is not befitting for anyone to make vows; because the Prophet (peace and blessings be upon him) said:
Do not make vows, for a vow has no effect against fate; it is only from the miserly that it is a means by which something is extracted.لا تنذروا فإن النذر لا يرد من قدر الله شيئًا، وإنما يستخرج به من البخيل
Mishkat al-Masabih 3426
, so people should not make vows, and they should be warned against making vows. But if someone vows to obey Allah, it is obligatory for him to fulfill it, and he is praised for that. Allah the Exalted said:
They [are those who] fulfill [their] vows and fear a Day whose evil will be widespread.يُوفُونَ بِالنَّذْرِ وَيَخَافُونَ يَوْمًا كَانَ شَرُّهُ مُسْتَطِيرًا
[Al-Insan:7], and He the Exalted says:
And whatever you spend of expenditures or make of vows - indeed, Allah knows of itوَمَا أَنفَقْتُمْ مِنْ نَفَقَةٍ أَوْ نَذَرْتُمْ مِنْ نَذْرٍ فَإِنَّ اللَّهَ يَعْلَمُهُ
[Al-Baqarah:270].
So whoever vows an act of obedience must fulfill the vow, such as saying: "It is obligatory upon me for Allah to pray so much, to fast so much, to give charity of so much." He must fulfill the vow, but it is not befitting for him to make a vow. Making vows is forbidden in the first place. So if a vow is made and it is an act of obedience, it is obligatory for him to fulfill it. Yes.
