Answer:
These are vows of obedience made to Allah without any condition, without any specific thing, and without any particular intention; rather, they are made to Allah, drawing near to Him thereby in the manner prescribed, as the Prophet (peace and blessings be upon him) said:
Whoever vows that he will be obedient to Allah, should remain obedient to Himمَن نذر أن يُطيع الله فليُطِعْهُ
Sahih al-Bukhari 6696
. However, they are prohibited from initiating such vows. If they do make them, it is obligatory to fulfill them, provided they are acts of obedience to Allah (Mighty and Majestic).
