Question:
A person has a number of vows, O honorable Shaykh! He says: I want to make expiation for these vows. Is he required to make expiation?

Answer:
If he vowed to give charity of such and such, it is obligatory for him.
Whoever vows that he will be obedient to Allah, should remain obedient to Himمن نذر أن يطيع الله فليطعه
Sahih al-Bukhari 6696
If he vowed to perform Hajj, it is obligatory for him if he has the ability. If he vowed to perform 'Umrah, likewise. He owes nothing if it was a vow of obedience. The Prophet (peace and blessings be upon him) said:
Whoever vows that he will be obedient to Allah, should remain obedient to Himمن نذر أن يطيع الله فليطعه
Sahih al-Bukhari 6696

So he has to carry it out according to his capacity.
