Q: Since I made several vows while I was in Riyadh, and I was unable to fulfill them due to a lack of time, and I now have the opportunity to fulfill them, and since there are poor people who are eligible for charity, I ask you to inform me whether it is permissible to fulfill them in Pakistan or upon my return?
A: If you vowed to do a good deed for Allah, it is obligatory for you to fulfill it, due to the praise
Allah has for those who fulfill their vows in His saying:[Al-Insan 76:7] , and His saying: [Al-Baqarah 2:270] , and the saying of the Messenger of Allah (peace and blessings be upon him): Sunan Ibn Majah 2126Sahih (Darussalam) . Then, if you did not specify a place or a channel for the fulfillment, you may fulfill your vow where you are, and give it, if it is money, to those who are eligible among the poor. And if you specified a particular channel for your vow, you must fulfill it for the entity you designated as the channel for it. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.

يُوفُونَ بِالنَّذْرِ وَيَخَافُونَ يَوْمًا كَانَ شَرُّهُ مُسْتَطِيرًاAnd whatever you spend of expenditures or make of vows - indeed, Allah knows of it
وَمَا أَنْفَقْتُمْ مِنْ نَفَقَةٍ أَوْ نَذَرْتُمْ مِنْ نَذْرٍ فَإِنَّ اللَّهَ يَعْلَمُهُWhoever vows to obey Allah, let him obey Him, and whoever vows to disobey Allah, let him not disobey Him.
من نذر أن يطيع الله فليطعه، ومن نذر أن يعصي الله فلا يعصه
