Question:
The first message in this episode is one that reached the program from Kuwait, sent by one of the sisters from there, saying: (E. S. A.) Our sister has a set of questions. In her first question, she asks: Is it permissible to apply cosmetics—makeup—and go to the hairdresser, given that I am covered and wear the Shari'ah-prescribed clothing? This is for parties and weddings, and there are no men present at the wedding or at the hairdresser (barbershops)?
I ask you to kindly guide us. May Allah reward you with good.

Answer:
In the name of Allah, the Most Gracious, the Most Merciful.
Praise be to Allah, and may Allah send blessings and peace upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance. As for what follows:
As for what concerns cosmetics, this is a matter that requires detail: If these cosmetics are permissible items that contain no harm and do not cause any damage to the woman’s face, then there is nothing wrong with them.
However, if the cosmetics are made from intoxicating substances, or items that harm the face and cause black spots in it, or items that harm the woman, then they are not permissible. This is based on the saying of the Prophet (peace and blessings be upon him):
It was narrated from 'Ubadah bin Samit that the Messenger of Allah (ﷺ) ruled: “There should be neither harming nor reciprocating harm.”لا ضرر ولا ضرار
Sunan Ibn Majah 2340Da'if (Darussalam)
Therefore, neither the believing man nor the believing woman is permitted to use anything that harms them, whether in the face or elsewhere on the body. So, if this makeup—which is the cosmetics—brightens the face, does not harm it in any way, and is not made from a forbidden substance, then there is no blame on her.
As for going to the hairdresser, this is a serious matter, and one should not go there, nor should this door be opened, because it leads to great evil, the squandering of wealth, and it may become a means to much evil and great corruption if it is run by someone who does not have faith.
So, the conclusion is: I advise against opening hairdressers, and against going to them. Every woman should be content with what is customary in her home with her family, her sisters, her mother, and the like. There is no need for a hairdresser, and it is not permissible to open hairdressers, nor should the state allow it, because this leads to great dangers. We ask Allah for guidance and well-being for everyone.

The presenter: O Allah, amen. May Allah reward you with good. So, you are advising the sisters not to go to these places?

The Shaykh: Yes, we advise them not to go there, and that a woman should be content in her home with what is customary regarding grooming herself through washing and cleanliness, and the way people arrange and fix their hair according to the custom among them.
And Allah has sufficed the earlier generations from this, and they did not need hairdressers. Yes.
