Answer:
As for wearing trousers, they have become common among people and are no longer exclusive to disbelievers. They have become widespread among Muslims and are now part of their military uniforms, so they are no longer specific to disbelievers. Rather, they have spread among Muslims and others, just like wearing jeans, riding in cars, and flying in airplanes. This has become common for everyone and is no longer exclusive to disbelievers.
However, they must be loose, not tight, and one must guard against this thing that outlines the private parts, reveals their size, and causes discomfort in his prayer. It is incumbent upon the authorities to provide something loose and good that covers the private parts, does not reveal their size, and facilitates his prayer, ablution, and other matters. As for this tight clothing that causes discomfort and exposes his private parts, it should not be worn. It appears that it is not permissible, and he must address these matters with the authorities so that they change these harmful, tight clothes.
Perhaps, if Allah wills, we will do what we can in this regard—if we are reminded of it—and we will prevent it now, if Allah wills. We ask Allah to help us with that, for reminding the authorities of this is important, and they are close to all good—may Allah guide us and them.
