Question:
A female questioner says: In these days, tabarruj (a woman's display of her adornment) and exposing the body have become widespread among some of our girls, may Allah guide them. What is called the "Islamic hijab" has also spread, which I consider to be the beginning of the end of virtue—she means revealing the face. It would be appreciated if Your Eminence would grant us advice for our girls and warn us of this approaching danger. May Allah guide you.

Answer:
There is no doubt that tabarruj (a woman's display of her adornment) is among the ugliest of traits and one of the most shameful matters of the pre-Islamic age of ignorance. It is among the greatest causes of corruption and fitnah (trial, discord or temptation) for men with women, and for women with men. Allah says, (Glorified and Exalted is He):
And abide in your houses and do not display yourselves as [was] the display of the former times of ignoranceوَقَرْنَ فِي بُيُوتِكُنَّ وَلَا تَبَرَّجْنَ تَبَرُّجَ الْجَاهِلِيَّةِ الْأُولَى
[Al-Ahzab: 33].
And tabarruj (a woman's display of her adornment) is displaying one's beauties and charms, and being affected in speech, and being submissive in speech. All of this is among the causes of fitnah (trial, discord or temptation) and among the forbidden things.
And Allah, (Mighty and Majestic), said in His great Book:
And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّ
[Al-Ahzab: 53]. He made lowering the hijab purer for the hearts of all. It is not permissible for a man to see her without a hijab, nor to interact with her except with a hijab if he is a non-mahram (a relative one may not marry) to her, such as her cousin, her maternal cousin, her husband's brother, or the like.
And He said, (Glorified and Exalted is He):
except to their husbands, their fathers, their husbands' fathersوَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوْ آبَائِهِنَّ أَوْ آبَاءِ بُعُولَتِهِنَّ
[An-Nur 24:31]
the verse [An-Nur: 31]. There is no doubt that her hair, her face, and her entire body are part of the adornment. Therefore, it is obligatory to cover that and to wear the hijab.
And He said, (Mighty and Majestic), also:
O Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abusedيَا أَيُّهَا النَّبِيُّ قُلْ لِأَزْوَاجِكَ وَبَنَاتِكَ وَنِسَاءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِنْ جَلَابِيبِهِنَّ ذَلِكَ أَدْنَى أَنْ يُعْرَفْنَ فَلَا يُؤْذَيْنَ
[Al-Ahzab: 59].
As for what some scholars say that the face is not 'awrah (the part of the body that must be covered), that is a wrong and weak opinion. Some of them qualify it by saying if there is no adornment on it: no kohl, or anything else. All of these things have no basis. The face is the woman's title in terms of beauty and ugliness, and it is the cause of fitnah (trial, discord or temptation) when it is exposed, and the cause of her boldness in speaking with men and sitting with men.
Thus, the evidence has established the obligation of the hijab and the obligation of covering the face from non-mahram (a relative one may not marry). Among this is what was mentioned earlier of His saying, (Glorified and Exalted is He):
And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّ
[Al-Ahzab: 53]. He did not say: except the face. And He said:
not expose their adornment except to their husbands, their fathersوَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوْ آبَائِهِنَّ
[An-Nur: 31], and He did not say: except the face. And His saying:
except that which [necessarily] appears thereofإِلَّا مَا ظَهَرَ مِنْهَا
[An-Nur: 31] in the verse before it means: the outer garments, as Ibn Mas'ud (may Allah be pleased with him) and others said. As for the saying of those who say that it is the face and the two hands, that is a weak and weak opinion that contradicts the evidence.
And Aisha (may Allah be pleased with her) said: The people used to know their faces before the hijab. But after the hijab, they were ordered to cover their faces. For this reason, she said—as it came in "the two Sahihs"—that Safwan ibn al-Mu'attal recognized her, and he had seen her before the hijab: "When I heard his voice, I covered my face with my khimar (the head covering), and he had seen me before the hijab."
And he said, (peace and blessings be upon him):
Two are the types of the denizens of Hell whom I did not see: people having flogs like the tails of the ox with them and they would be beating people, and the women who would be dressed but appear to be naked, who would be inclined (to evil) and make their husbands incline towards it. Their heads would be like the humps of the bukht camel inclined to one side. They will not enter Paradise and they would not smell its odourصنفان من أهل النار لم أرهما: رجال بأيديهم سياطٌ كأذناب البقر يضربون بها الناس، ونساء كاسيات عاريات، مائلات مُميلات، رؤوسهن كأسنمة البُخْت المائلة، لا يدخلون الجنةَ، ولا يجدون ريحها
Sahih Muslim 2128
, and this indicates the prohibition of tabarruj (a woman's display of her adornment) and displaying beauties, such as short and thin clothes.
And His saying:
Women who are clothed yet nakedنساء كاسيات عاريات
means: that they are clothed in name only, not in reality. They are clothed in short or transparent thin clothes, so it is a covering that is not a covering, a covering with nakedness.
Mā'ilāt Mumīlātمائلات مُميلات
means: those who deviate from the truth and from chastity, and those who lead others astray.
This obligates the believing man and the believing woman to be wary, each of them, of what Allah has forbidden for them. The believer should not be lax in this matter with his wife, or his sister, or his mother, or others. And she should not be lax with her sister's husband, or her husband's brother, or her husband's uncle, or the like.
So everyone should strive in the hijab and covering, out of fear of the fitnah (trial, discord or temptation) that results from revealing the hijab, and from displaying the adornment, and from showing the charms and beauties.
