Your Eminence, we ask you to kindly address the women regarding the danger of tabarruj (a woman's display of her adornment) and exposing oneself?

Answer:
It is obligatory for every woman to be cautious of tabarruj (a woman's display of her adornment) and exposing oneself, and the causes of fitnah (trial, discord or temptation); because a woman is an 'awrah (the part of the body that must be covered), and men are inclined toward her, and she is inclined toward them, and the one who is protected is the one whom Allah protects, and the one who is preserved is the one whom Allah preserves.
So it is obligatory for men to be cautious, and for women to be cautious. The man should be cautious, lower his gaze, be cautious of seclusion, and be cautious of all causes of fitnah (trial, discord or temptation). The woman is likewise; she must be cautious of the causes of fitnah (trial, discord or temptation): seclusion with a man, tabarruj (a woman's display of her adornment) in the markets by displaying her beauty and charms, and exposing oneself in front of non-mahram (a relative one may not marry) men. Allah the Exalted and Majestic says:
And abide in your housesوَقَرْنَ فِي بُيُوتِكُنَّ
[Al-Ahzab 33:33]
meaning: stay in your houses,
and do not display yourselves as [was] the display of the former times of ignoranceوَلَا تَبَرَّجْنَ تَبَرُّجَ الْجَاهِلِيَّةِ الْأُولَى
[Al-Ahzab: 33].
The scholars said: The meaning of tabarruj (a woman's display of her adornment) is displaying the beauty and charms of the head, neck, face, chest, feet, and calves. All of this is fitnah (trial, discord or temptation), so it is obligatory to cover up. For this reason, he (peace and blessings be upon him) said: :
And when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّ
[Al-Ahzab: 53], which is purer for the hearts of all, behind a hijab (the covering prescribed for women), meaning: behind a door, a curtain, a wall, or clothing that covers. And He the Exalted and Majestic said regarding women:
except to their husbands, their fathers, their husbands' fathersوَلَا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوْ آبَائِهِنَّ أَوْ آبَاءِ بُعُولَتِهِنَّ
[An-Nur 24:31]

Tell the believing men to reduce [some] of their vision and guard their private parts. That is purer for themقُلْ لِلْمُؤْمِنِينَ يَغُضُّوا مِنْ أَبْصَارِهِمْ وَيَحْفَظُوا فُرُوجَهُمْ ذَلِكَ أَزْكَى لَهُمْ
[An-Nur 24:30]

And tell the believing women to reduce [some] of their vision and guard their private partsوَقُلْ لِلْمُؤْمِنَاتِ يَغْضُضْنَ مِنْ أَبْصَارِهِنَّ وَيَحْفَظْنَ فُرُوجَهُنَّ
[An-Nur: 31].
