My advice to Muslim women everywhere is to fear Allah, to adhere to the Shari'ah hijab, and to cover their heads and their entire bodies. Even my advice to non-Muslim women is to cover themselves and not to cause fitnah for people, for they are sinful for doing so even if they are disbelievers. They must refrain from this matter; because displaying these charms brings evil upon them and increases their sins on the Day of Resurrection along with their disbelief.
Therefore, the believer and the Muslim woman are more entitled and more entitled to be modest and to cover themselves, due to the saying of Allah—Exalted and Majestic is He—in His great Book: [Surat al-Nur: 31]. So her displaying her charms to people in the markets is a great abomination. And Allah says, Glorified is He, addressing the Mothers of the Believers: [Surat al-Ahzab: 33]. And He said, Glorified is He: [Surat al-Ahzab: 53]. So covering is purer for the hearts of all, and further from evil, immorality, and fitnah. And He said, the Exalted: [Surat al-Ahzab: 59]. So all of them are commanded to cover and to wear the hijab, and to stay away from the causes of fitnah in any place, on the road, or in the house, or in the mosque, or in any place. And on the road, the fitnah is more severe and greater.
So it is obligatory for all believing women to fear Allah in this matter, even if they are in the lands of the disbelievers in Europe or elsewhere. It is obligatory for all believing women to fear Allah, Glorified is He, wherever they are, and to cover themselves completely; even the face is covered with the head, with the legs, with the feet, with the hands, so that there is no fitnah through them, neither from the disbelievers nor from the Muslims.
And for this reason, He says, Glorified is He: [Surat al-Ahzab: 53]. So He made it clear, Glorified is He, that the hijab is purer for the hearts of men and women. So purity is required for the wives of the Prophet, and for others—peace and blessings be upon him—and due to His saying, Exalted and Majestic is He, in His great Book: [Surat al-Nur: 31]. And the face is from the adornment, and the head is from the adornment, and the leg is from the adornment.
And He did not make an exception except for the old women who have passed the age of childbearing. He said, the Exalted: [Surat al-Nur: 60]. If the old woman is not displaying adornment and does not hope for marriage; then there is no harm in displaying her face or her hands. But her modesty and covering are better, even if she is an old woman. And for this reason, He said, Glorified is He: [Surat al-Nur: 60]. And modesty through the hijab and staying away from the causes of fitnah, even if she is an old woman who does not desire, so how about the young women and those of middle age, and the fitnah through them is great.
So it is not permissible for them, neither in their lands, nor in the lands of the West, nor in the lands of the East, nor in any place, to display their charms and their beauties, neither the face, nor the leg, nor anything else. Rather, it is obligatory for them to cover and to wear the hijab so that nothing of them is seen, in obedience to Allah and adherence to His Shari'ah, and out of caution from the causes of fitnah for them or upon them, for them or through them. This is the obligation of Muslim women wherever they are.
And my advice is also, even to non-Muslim women, to fear Allah, and to beware of increasing sin. For tabarruj increases their sin upon their sin, disbelief in this world and the Hereafter. We ask Allah for safety. Yes.

وَلا يُبْدِينَ زِينَتَهُنَّ إِلَّا لِبُعُولَتِهِنَّ أَوْ آبَائِهِنَّ أَوْ آبَاءِ بُعُولَتِهِنَّ أَوْ أَبْنَائِهِنَّ أَوْ أَبْنَاءِ بُعُولَتِهِنَّAnd abide in your houses and do not display yourselves as [was] the display of the former times of ignorance. And establish prayer and give zakah and obey Allah and His Messenger
وَقَرْنَ فِي بُيُوتِكُنَّ وَلا تَبَرَّجْنَ تَبَرُّجَ الْجَاهِلِيَّةِ الأُولَى وَأَقِمْنَ الصَّلاةَ وَآتِينَ الزَّكَاةَ وَأَطِعْنَ اللَّهَ وَرَسُولَهُُAnd when you ask [his wives] for something, ask them from behind a partition. That is purer for your hearts and their hearts.
وَإِذَا سَأَلْتُمُوهُنَّ مَتَاعًا فَاسْأَلُوهُنَّ مِنْ وَرَاءِ حِجَابٍ ذَلِكُمْ أَطْهَرُ لِقُلُوبِكُمْ وَقُلُوبِهِنَّO Prophet, tell your wives and your daughters and the women of the believers to bring down over themselves [part] of their outer garments. That is more suitable that they will be known and not be abused
يَا أَيُّهَا النَّبِيُّ قُلْ لِأَزْوَاجِكَ وَبَنَاتِكَ وَنِسَاءِ الْمُؤْمِنِينَ يُدْنِينَ عَلَيْهِنَّ مِنْْ جَلابِيبِهِنَّ ذَلِكَ أَدْنَى أَنْ يُعْرَفْنَ فَلا يُؤْذَيْنَSo it is obligatory for all believing women to fear Allah in this matter, even if they are in the lands of the disbelievers in Europe or elsewhere.
