By Allah, my brother, there is no doubt that women have begun to expand their clothing and their use of perfume when they go out to the market.And the cause of that is first: A lack of religion; because when religion weakens, a person’s compliance with the command of Allah decreases.Otherwise, the Qur'an is explicit: [Al-Ahzab:33] , [An-Nur:31] , [An-Nur:31] This indicates that the garments in the era of the revelation of the Qur'an reached the ankles; because the anklets are on the lower leg,And his statement: (What they conceal) is evidence that the clothing covers these anklets.
Second: Weakness of modesty, and modesty is part of faith. Many women have had their modesty stripped from them—may Allah protect us—and they no longer care. The women we knew who were unmarried could not go out to the market. If their relatives invited them to stay with them when they went out, they would not go out until before the sun rose, and they would not return to their homes until after the sun set. Before the sun rose, no one was out and about as we knew it, and after the sun set, there were no shops or anything else. Then the women expanded their behavior based on what they hear from the women who come to them, what they hear from the media, and what the foolish men dictate to them.
And among the causes also: That their guardians did not fear Allah the Exalted, and did not heed the trust they bore.And Allah the Exalted said: [At-Tahrim:6] And the Prophet (peace and blessings be upon him) said: (The man is a shepherd in his household and is responsible for his flock) So we ask Allah the Exalted for guidance for everyone.
Then there is also something else: And it is the weakness of the deterrent (the ruler) There is no deterrent from the ruler and the authorities. We used to know that if a woman put out her hands and arms in the market, a person from among the people would stand up and forbid her, and the men of the Hisbah would go so far as to strike her. But now, as you see, we ask Allah to strengthen those who enjoin good and forbid evil.

And abide in your houses and do not display yourselves as [was] the display of the former times of ignorance
وَقَرْنَ فِي بُيُوتِكُنَّ وَلا تَبَرَّجْنَ تَبَرُّجَ الْجَاهِلِيَّةِ الْأُولَىto wrap [a portion of] their headcovers over their chests
وَلْيَضْرِبْنَ بِخُمُرِهِنَّ عَلَى جُيُوبِهِنَّAnd let them not stamp their feet to make known what they conceal of their adornment
وَلا يَضْرِبْنَ بِأَرْجُلِهِنَّ لِيُعْلَمَ مَا يُخْفِينَ مِنْ زِينَتِهِنَّSecond: Weakness of modesty, and modesty is part of faith.
