Question:
Does a woman who has not been consummated by her husband have a waiting period if he divorces her?

Answer:
If he has not consummated the marriage with her and has not been in seclusion with her, she has no waiting period. Allah (Exalted and Majestic is He) made it clear:
O You who have believed, when you marry believing women and then divorce them before you have touched them, then there is not for you any waiting period to count concerning themيَا أَيُّهَا الَّذِينَ آمَنُوا إِذَا نَكَحْتُمُ الْمُؤْمِنَاتِ ثُمَّ طَلَّقْتُمُوهُنَّ مِنْ قَبْلِ أَنْ تَمَسُّوهُنَّ فَمَا لَكُمْ عَلَيْهِنَّ مِنْ عِدَّةٍ تَعْتَدُّونَهَا
[Al-Ahzab: 49]. In the most correct opinion, seclusion is equivalent to consummation; because it is a place where consummation is likely to occur, seclusion is a place where consummation is likely to occur. If he had a full consummation, the waiting period becomes obligatory for her.
