Yes, this was said by some of the Salaf, it is not a hadith from the Prophet (peace and blessings be upon him), rather it was said by some of the scholars. They said: "The one who is silent about the truth is a mute devil, and the one who speaks falsehood is a speaking devil." So the one who speaks falsehood and calls to falsehood; this is from the speaking devils.
And the one who is silent about the truth while having the ability, and does not enjoin good, and does not forbid evil, and does not change what must be changed, and remains silent while he is able to speak; this is called: a mute devil, from the devils of mankind, meaning; because it is obligatory upon the believer to deny falsehood and call to what is right, and if he is able to do this, it is obligatory upon him, as Allah (Exalted and Majestic is He) said: [Al Imran: 104] And He the Exalted said: [Al Tawbah: 71].
And the Prophet (peace and blessings be upon him) said:Musnad Ahmad 1Sahih (Darussalam) And he (peace and blessings be upon him) said: Sahih Muslim 49a It was narrated by Imam Muslim in his Sahih.

وَالْمُؤْمِنُونَ وَالْمُؤْمِنَاتُ بَعْضُهُمْ أَوْلِيَاءُ بَعْضٍ يَأْمُرُونَ بِالْمَعْرُوفِ وَيَنْهَوْنَ عَنِ الْمُنكَرِAnd the Prophet (peace and blessings be upon him) said:
lf the people see evil and do not change it, soon Allah will send His punishment upon them all.
إن الناس إذا رأوا المنكر فلم يغيروه؛ أوشك أن يعمهم الله بعقابهHe who amongst you sees something abominable should modify it with the help of his hand; and if he has not strength enough to do it, then he should do it with his tongue, and if he has not strength enough to do it, (even) then he should (abhor it) from his heart, and that is the least of faith.
من رأى منكم منكرًا فليغيره بيده، فإن لم يستطع فبلسانه، فإن لم يستطع فبقلبه؛ وذلك أضعف الإيمانThis clarifies for us the obligation of forbidding evil according to one's capacity: with the hand, then the tongue, then the heart.
