Question:
The first message in this episode is from the Arab Republic of Egypt, sent by one of the brothers there. He says: Your brother Alaa al-Din, our brother Alaa, has a case in which he says: We ask you to please clarify the opinion on a widespread phenomenon, which is that purchasing agents appointed by their companies or institutions to buy goods obtain a sum of money for themselves through the purchasing process. This process usually occurs in two forms:
The first form: The purchasing agent asks the seller to put a price on the invoice that is higher than the actual price of the item, and the purchasing agent takes this price difference for himself.
As for the second form: The purchasing agent asks the seller to write the invoice at the actual market price of the item, then asks the seller for a sum of money for himself that corresponds to the quantity of goods purchased, and this is in exchange for the purchasing agent encouraging him to always visit this shop. We ask you to please provide guidance. May Allah reward you with good.

Answer:
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send prayers and blessings upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance. As for what follows:
These two forms that the questioner asked about are both forbidden, and both are betrayal. Whether he agreed with the owner of the goods to increase the price above the known market price so that he could take the increase, or he gave him something between them and did not put in the invoice anything but the known price, all of this is forbidden, all of this is betrayal, and all of this is among the causes that lead him to choose from the sellers whoever suits him, without caring about the price that benefits the company and clears the conscience. Rather, he only cares about the thing by which he obtains his desire from the sellers, and does not care about being diligent in the interest of the company, and seeking the appropriate low price for the sake of advising it and fulfilling the trust. So all of this is not permissible, because it is betrayal. Yes.
