Question:
Our brother is also asking about the ruling on a woman going out to the markets, or to the neighbors, without her husband knowing?

Answer:
She is not permitted to go out to the markets, nor to the neighbors, except with his permission, unless he has given her absolute permission to go out for whatever needs she wishes, in which case there is no harm. Otherwise, she must adhere to obedience and submission. If he has fulfilled her needs and has not been negligent, she should not go out except with his permission. However, if he does not care for her and does not provide for her needs, she may go out for her needs, such as buying bread, buying water, and the like of what she requires, or borrowing some of her needs from her neighbors; because he is negligent. But if he provides for her usual needs, she is not permitted to go out except with his permission.
