Question:
Your Eminence! This questioner, Umm Ahmad, says: My sister goes out to the markets and shopping centers frequently, and when we advise her against it, she says that it is not forbidden?

Answer:
Her advice is appropriate. Going out is a means to evil if there is no need for it. Going out to the markets may lead to tabarruj (a woman's display of her adornment), or it may lead to a lack of proper covering.
The point is: going out to the markets and shopping centers without a valid Shari'ah excuse is better left alone, and is safer. Allah the Exalted says to the wives of His Prophet (peace and blessings be upon him):
And abide in your housesوَقَرْنَ فِي بُيُوتِكُنَّ
[Al-Ahzab: 33]. Therefore, staying in the house is better, except out of necessity. It is better for her to refrain from going out without need, and to maintain her presence in the house, out of fear of tabarruj (a woman's display of her adornment), or laxity in covering, or other causes that may lead to evil. So not going out is better, except out of necessity. And you should continue to advise her. Yes.
