Q2: The custom in our country is that women go out without hijab to buy necessities from the markets. We know that this is forbidden, but we cannot afford to hire a servant to buy the necessities because of our poverty, and we men cannot buy the necessities ourselves. We fear for our women if they go out with the Islamic hijab that the disbelievers will rebel against them by accusing them of immorality and oppressing them; because we Muslims are still very few and very weak.
A2: What you mentioned is not an excuse for a woman to go out to the markets without hijab. If there is a need to go out, she must not go out except while wearing the hijab. If it is possible for her not to go out, or for her mahram (a relative one may not marry) to go with her, that is better. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
