The Ruling on Reciting the Qur'an Through Loudspeakers Before Fajr

Machine translationRead the Arabic original
Question:
A message was received for the program from the Arab Republic of Egypt, sent by a brother of ours from there. He says: Your brother in Allah, Majdi Mustafa Zaytoun. Our brother says: There is a mosque next to our house, and by the grace of Allah the Exalted, I open this mosque for the Fajr prayer every month of the year except for the month of Ramadan. There is another person who is responsible for opening the mosque because he is the one appointed by the Ministry of Awqaf.
And in Egypt, the Qur'an is recited in the mosques before the Fajr prayer, at a loud volume through loudspeakers, on the pretext that this wakes people up for prayer. I know that this is one of the religious innovations. If I do not turn on the radio to play the Qur'an through the loudspeaker, people say that you are extreme and rigid, and other such words they use for those who hold fast to their religion. I ask for guidance on this matter.
May Allah reward you with good.

Answer:
You are correct, my brother, and you have conformed to the Sunnah, and praise be to Allah. The words of people do no harm. When the Fajr time arrives, call the adhan, and praise be to Allah. The adhan is sufficient; the adhan is sufficient. As for announcing the recitation from the loudspeakers before the adhan at the end of the night, this has no basis. It may harm people, and it may be difficult for those sleeping and disturb them.
So the conclusion is: this is not prescribed. The Chosen One (peace and blessings be upon him) did not do this, and his Companions did not raise their voices with the Qur'an like the adhan to wake people up. Rather, the adhan was sufficient in his time (peace and blessings be upon him) and the time of his Companions. When the Fajr time arrives, the mu'adhdhin or the deputy of the mu'adhdhin raises the adhan with the loudspeaker to wake people up, and to alert people and call them to prayer in the mosque. And Allah is the One to be sought for help. Yes.

The presenter: And Allah is the Helper, may Allah reward you with good.
