As for what follows, I am Ali Hamud al-Rashid, residing in the Hail region, and I am sending these questions, hoping for a personal response from you.
The first question: I am suffering from a fracture in the lower back, and as a result, I have total disability; because thirty years have passed since the injury until now, and with each year the disability increases. In addition to this, I am suffering from psychological illnesses. If I sit for a period not exceeding a quarter of an hour, the lower part becomes completely numb, including the legs, so I cannot walk except with two canes. This also results in tension in the nerves and heavy sweating from the legs, which increases the fatigue of my psychological state.
In addition to this, I am unable to perform the prayer in congregation in the mosque, so I pray at home. I know that I live in a village where the house I reside in does not have an electric water heater. Is it permissible for me to perform dry ablution (tayammum) given the situation I have described to you? I ask you to be kind and guide and direct me. May Allah reward you with good.
Answer:
In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and may Allah send prayers and blessings upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance. As for what follows:
We ask Allah for the questioner to be healed and to be free from all evil, and that He may expiate our sins and his sins. Praise be to Allah in all circumstances. Allah says: Those who, when a disaster strikes them, say: “Indeed, we belong to Allah, and indeed, to Him we are returning.” It is those upon whom are blessings from their Lord and mercy. And it is those who are the guided. [Surat al-Baqarah: 155-157]. And you, my brother! You must fear Allah as much as you are able, as Allah (Glorified and Exalted is He) said: : [Surat al-Taghabun: 16].
You must pray with water, and you must pray according to your ability, standing or sitting. If you are able to stand, even with a cane, you pray standing. If you are not able to do that, you pray sitting. You are not required to go to the mosque if you are unable to do so, as you mentioned in your question.
As for what concerns water, it is obligatory to perform ablution with water. If you are unable to do so due to the severity of the cold and the lack of a means to heat it, this is a legal excuse for using dry ablution (tayammum). But one who is in a village is not truly unable to heat it, even without electricity. One can heat it with wood, charcoal, or otherwise. So, as long as you are in a village, it is obligatory for you to heat the water if it is difficult for you due to the cold, by heating it through other means, with fire used with wood, charcoal, and other things with which fire is kindled. You have no excuse for dry ablution (tayammum) when there is a means to heat the water.
But if you were in a desert while traveling and were unable to heat the water, this is an excuse. So, one who is unable to use water due to its coldness and the severity of winter performs dry ablution (tayammum). But the people of villages and cities are able to heat water by any means. Yes.

وَبَشِّرِ الصَّابِرِينَ So fear Allah as much as you are able
فَاتَّقُوا اللَّهَ مَا اسْتَطَعْتُمْYou must pray with water, and you must pray according to your ability, standing or sitting. If you are able to stand, even with a cane, you pray standing.
