The ruling on tayammum when unable to use water

Machine translationRead the Arabic original
Q94: The questioner says: In times of severe cold and heavy rainfall, when the time for prayer arrives and we are in the cold, if we are unable to perform ghusl with water for wudu', do we have the option to perform tayammum if we cannot find anything to warm the water with?
A94: If you cannot find anything to warm the water with, and the cold is severe, and you fear for yourselves from using the water; then there is no harm in performing tayammum; because 'Amr ibn al-'As (may Allah be pleased with him) did so when he feared for himself from the severity of the cold
in the Battle of Dhāt al-Salāsil, and he was the commander of it. He had emitted semen at night, and the weather was cold, and they did not have anything to warm the water with, so he performed tayammum and prayed. When he came to the Messenger of Allah (peace and blessings be upon him), he informed him of that, and he said to him:
Did you pray with your people while you were in a state of major ritual impurity?أصليت بقومك وأنت جُنب؟
He said: Yes. I remembered the saying of Allah (Mighty and Majestic):
And do not kill yourselves [or one another]. Indeed, Allah is to you ever Merciful.وَلاَ تَقْتُلُوا أَنْفُسَكُمْ إِنَّ اللَّهَ كَانَ بِكُمْ رَحِيمًا
[An-Nisa 4:29]
, so the Prophet (peace and blessings be upon him) remained silent and did not order him to repeat the prayer; he approved of that for him.
