Q97: The questioner says: We live in a town that is extremely cold, and when we get up for the Fajr prayer, we are unable to perform wudu' because of the coldness of the water. So sometimes we perform tayammum and pray. Is this sufficient, or is it obligatory for us to perform wudu'? If so, do we have to make up the prayers we performed with tayammum only?
A97: When the time for prayer arrives and a person has cold water, if the coldness is bearable, then it is obligatory for the person to perform wudu' and pray, because he has water and there is no obstacle to using it. However, if the coldness of the water is unbearable and there is fear of its effects on the person's health, then if he has something to heat the water with, such as fire, wood, or some kind of heater, it is obligatory for him to heat the water, perform wudu', and pray. But if it is extremely cold,
and unbearable, and he has nothing to heat the water with, he should perform tayammum and pray, and not delay the prayer until the day as he says, because it is not permissible to take the prayer out of its time except for one who intends to combine prayers. As for delaying it in order for the day to come and the coldness of the water to break, this is not permissible. Rather, he should perform tayammum and pray according to his condition, because he has no means of heating.
