Answer:
Yes; because they are not from the people of the Haram, nor are they under the ruling of the people of the Haram. The Prophet (peace and blessings be upon him) said:
Let no one of you depart until his last visit is to the Houseلا يَنْفِرَنَّ أحدٌ منكم حتى يكون آخر عهده بالبيت
narrated by Muslim. And Ibn 'Abbas said: "The people were commanded to make their last visit to the House, except that it was made easier for the menstruating woman."
So the people of Jeddah and the people of Ta'if are not from the people of Makkah, nor are they from the people of the Haram. If they wish to depart from Hajj, they must perform the farewell tawaf. As for 'Umrah, its ruling is broader and easier. If they perform the farewell tawaf, that is better. If they do not perform it, the correct view is that the farewell tawaf is not obligatory in 'Umrah, but it is obligatory in Hajj according to the correct view.
