Question:
If a person enters the mosque while the imam is delivering the sermon, should he sit and listen to the sermon, or should he pray two rak'ahs?

Answer:
It is prescribed that he should pray two rak'ahs, then sit down. He should start with the prayer. The Prophet (peace and blessings be upon him) said:
When any one of you comes on Friday, while the Imam delivers the sermon, he should observe two rak'ahs and should make them short.إذا جاء أحدُكم والإمام يخطب فليركع ركعتين، وليتجوَّز فيهما
Sahih Muslim 875g
. This is the command of the Prophet (peace and blessings be upon him); he should start with the prayer and then sit down.
