Is it obligatory to make up a voluntary Hajj if one is prevented from completing it?

Answer:
No, if one is prevented, he owes nothing; he simply exits the state of ihram, and nothing is required of him. The Prophet (peace and blessings be upon him) did not order those who were prevented to make it up. It was called 'Umrah al-Qada' (the 'Umrah of Making Up) because it was a 'Umrah of reconciliation, and the Prophet (peace and blessings be upon him) did not order the people who were prevented with him to make it up. Rather, it was called 'Umrah al-Qada' and al-Qadiyyah (the Case) for the sake of reconciliation. So, it is not obligatory if one is prevented and stopped from entering Makkah; he slaughters his sacrificial animal, then exits the state of ihram, and he owes no makeup. This is because the Prophet (peace and blessings be upon him) slaughtered his sacrificial animal and shaved his head, and he did not order the people to make up this 'Umrah. Rather, he performed 'Umrah afterwards without obligating anyone to do so. Whoever wished to perform 'Umrah with him did so, and whoever did not, did not, and he did not oblige anyone.
This indicates that the 'Umrah or Hajj from which one is prevented does not require making up. However, if one is prevented and unable to enter Makkah, he exits the state of ihram by slaughtering his sacrificial animal if he has one, or by fasting for ten days, and then shaving his head. This is because Allah said:
But if you are prevented, then [offer] what can be obtained with ease of sacrificial animals. And do not shave your heads until the sacrificial animal has reached its place of slaughterفَإِنْ أُحْصِرْتُمْ فَمَا اسْتَيْسَرَ مِنَ الْهَدْيِ وَلَا تَحْلِقُوا رُءُوسَكُمْ حَتَّى يَبْلُغَ الْهَدْيُ مَحِلَّهُ
[Surat al-Baqarah: 196] So, he does not shave until after the slaughter. And it did not say, "Upon you is another Hajj" or "another 'Umrah," but rather the Prophet (peace and blessings be upon him) remained silent.
