He begins by saying: Allah the Exalted said: [Al-Ma'idah: 105]. How do we reconcile this with the saying of the Messenger (peace and blessings be upon him): Sahih al-Bukhari 5200? Answer: There is no contradiction or conflict between the noble verse mentioned and the noble hadith mentioned; rather, the verse and the hadith are in agreement. Allah the Exalted says: [Al-Ma'idah: 105]. The meaning is: It is upon you to strive with yourselves, it is upon you to reform yourselves. So: [Al-Ma'idah 5:105] For this is guidance. A servant is not considered guided until he fulfills the obligatory duty, and until he cares for those under his authority and carries out what is required of him, and until he enjoins what is right, forbids what is wrong, and calls to Allah. All of this is among the paths of guidance. One is not considered guided until he fulfills what Allah has made obligatory upon him, including individual obligations and obligations related to society, such as enjoining what is right and forbidding what is wrong, and other things required for the community. Therefore, the result is that the saying of the Exalted: [Al-Ma'idah: 105] means: If you have fulfilled the obligatory duty. And whoever lets the rein hang loose, and does not enjoin what is right, nor forbid what is wrong, nor fulfill the right of the people under his care, has not fulfilled the obligatory duty nor achieved complete guidance. Rather, his guidance is incomplete and not perfect, and he will be held accountable for that. This man who fell short in the obligatory duty will be held accountable for what he fell short in, because his guidance is incomplete. And Allah says: [Al-Ma'idah: 105]. And the one who did not enjoin what is right, nor forbid what is wrong, nor fulfill the care that is upon him, is not considered to have achieved absolute, complete guidance. Rather, his guidance is incomplete, weak, and flawed, and he will be held accountable for this flaw and this deficiency. Yes.

O you who have believed, upon you is [responsibility for] yourselves. Those who have gone astray will not harm you when you have been guided
يَا أَيُّهَا الَّذِينَ آمَنُوا عَلَيْكُمْ أَنفُسَكُمْ لا يَضُرُّكُمْ مَنْ ضَلَّ إِذَا اهْتَدَيْتُمْAll of you are guardians and are responsible for your wards
