The ruling on writing verses in newspapers that may be thrown in the trash

Machine translationRead the Arabic original
I ask your Eminence to guide and advise all the editors of local newspapers—meaning those responsible for them—not to write verses from the Noble Qur'an in them. They write Qur'anic verses, especially in the obituaries they publish. You all know the ultimate fate of these newspapers: they are thrown into waste bins. You are honorable, but some people use these newspapers for household purposes and do not know the severity of trampling and mishandling these noble verses. I heard on your program that one who tramples on verses, or belittles them, or fails to preserve them, or burns them, is considered an apostate from Islam. What I hope for is that you advise them not to write them, and also advise the general public through the media?
Answer: Writing verses and hadiths in newspapers and in letters exchanged between people is permissible and there is no harm in it. In fact, it is prescribed when there is a need, such as writing verses in a newspaper or magazine for advice and guidance, or hadiths from the Prophet (peace and blessings be upon him) for advice and guidance. This is permissible and there is no harm in it; in fact, it is prescribed when there is a need. Similarly, one may write in a letter to his brother, consoling him or congratulating him on something, or asking him for a need, or reminding him, and mention verses from the Qur'an or hadiths for advice. There is no harm in this.
However, the sin lies with the one who throws it in the trash, not with the writer. The writer who writes in a newspaper, or in a letter, or in any book of exhortation or advice to someone, or a question about something, or an incitement to something, and writes verses or hadiths, has done nothing wrong. The sin and the blame lie with the one who throws it in the trash, or tramples it and humiliates it. That is the one who sins. The one who tramples the Qur'an in humiliation and contempt for it, or tramples the verses in contempt for them intentionally, is the one who becomes an apostate. But if he throws it in the trash out of ignorance, he does not become an apostate. Likewise, if he throws it on the road or in another place out of ignorance, he does not become an apostate. But he has done wrong, and he should be informed and guided so that he does not throw it except in a good place. He should put it in the trash can, or bury it in the ground, or burn it so that it is not humiliated and no harm comes to it. You should understand this. May Allah guide them all. Yes.
The presenter: May Allah reward you with good.
