The ruling on one who performed Hajj as a mutamatti' and fasted but did not slaughter the sacrificial animal

Machine translationRead the Arabic original
Your Eminence, Shaykh Abdul Aziz, we received a letter from one of the gentlemen, and it says: I request that my letter be presented to Shaykh Abdul Aziz ibn Abdullah ibn Baz. He is from the Kingdom of Saudi Arabia, from al-Hofuf in al-Ahsa. My name is Muhammad Muhammad, and I am from the Arab Republic of Egypt, but I work here. He says: I performed Hajj in the year (1397 AH), and when I entered the state of ihram, I intended to perform both Hajj and 'Umrah together. I did not slaughter, then I fasted for ten days after the days of Hajj. What is the ruling on my action?
Answer: In the name of Allah, the Most Gracious, the Most Merciful. Praise be to Allah, and blessings and peace be upon the Messenger of Allah, and upon his family and his Companions, and upon those who follow his guidance.
As for what follows: There is no doubt that one who enters the state of ihram for both Hajj and 'Umrah is considered a mutamatti', and upon him is the blood of tamattu'. So the questioner has the blood of tamattu' upon him. If he is unable [to afford it], then the fasting he did is sufficient. But if you, O questioner, are able to provide the blood, then it is obligatory for you to slaughter a sacrificial animal that is valid for the 'Id sacrifice, meaning: a head of sheep, or one-seventh of a camel, or one-seventh of a cow, in the Noble Mosque of Mecca; because this is the obligatory requirement in tamattu' and qiran. And your action is called: qiran, and it is called: tamattu'. So upon you is the hady. If you were unable and could not do so at that time, and you fasted the ten days, the ten days are sufficient, and praise be to Allah. Yes.
