The listener, Hamdan Ahmad Khudayd Rashedi, says: I ask your Eminence about a man shaking hands with his paternal cousin, or his maternal cousin, or women similar to them?
May Allah reward you with good.

Answer:
It is not permissible for him to shake hands with a woman who is not a mahram, even if she is your paternal cousin, or your maternal cousin, or your brother’s wife. The Prophet (peace and blessings be upon him) said:
But I do not shake hands with women.إني لا أصافح النساء

meaning: other than the mahrams. As for a woman who is a mahram, such as your paternal aunt, your maternal aunt, your wife, your mother, or your grandmother, there is no harm in that. As for a woman who is not a mahram, even if she is a paternal cousin, a maternal cousin, a brother’s wife, a paternal uncle’s wife, or a maternal uncle’s wife, no, do not shake her hand. Greet her without shaking hands: “As-salamu alaykum,” “Wa alaykum as-salam,” “How are you?” “How are you, so-and-so?” “How are you, so-and-so’s mother?” “How are the children?” “How are the parents?” or “How is your father?” or “How is your mother?” or similar kind words. As for shaking hands, no. Kind words, starting the conversation, responding to the conversation, kind words, and appropriate questions; all of this is permissible. Yes.
