What is the ruling on some imams who, after finishing the Friday prayer, lead the people in the midday prayer in congregation outside the mosque?

Machine translationRead the Arabic original
The questioner : The imam should not pray outside the mosque. He should not pray the midday prayer outside the mosque, in the sacred precinct or outside the mosque's sacred precinct. He should not pray the midday prayer in congregation.

The Shaykh : No, no. This prayer has no basis whatsoever. It is a religious innovation. The Friday prayer and the midday prayer do not coincide, because this prayer contradicts the saying of Allah, the Exalted:
And when the prayer has been concluded, disperse within the land فَإِذَا قُضِيَتِ الصَّلَاةُ فَانْتَشِرُوا فِي الْأَرْضِ
[Al-Jumu'ah 62:10]
.

The questioner : Yes.

The Shaykh
Then when the prayer has been completed فَإِذَا قُضِيَتِ الصَّلَاةُ
, meaning the Friday prayer.

The questioner : Yes.

The Shaykh
disperse within the land فَانْتَشِرُوا فِي الْأَرْضِ
[Al-Jumu'ah 62:10]
, and this means that no obligatory prayer is performed in the mosque after the Friday prayer.

The questioner : Yes.

The Shaykh : And as we mentioned earlier, regarding the post-prayer recommended practice, one may either pray it in the mosque, which is permissible, or it is better to go and pray it at home, at one's place of work, or somewhere similar.
