Question:
Is naming Allah and reciting the testimonies in the bathroom during ablution forbidden, or is it permissible?

Answer:
It is better for him, when he performs ablution, to recite the testimonies outside the bathroom; because the bathroom is a place of impurity. So, that he performs ablution, goes out, and then recites the testimonies, saying: "I bear witness that there is no god but Allah alone, with no partner, and I bear witness that Muhammad is His slave and His Messenger," after he exits the bathroom—this is what is recommended. It is disliked inside the bathroom; because there is no dire necessity for it, and he is able to be patient until he goes out.
As for naming Allah at the beginning of ablution; if his ablution is in the internal washing facilities; there is no blame on him; because naming Allah is obligatory according to a group of scholars, so one does not leave the obligatory for the sake of the disliked. The disliked does not drop the obligatory.
So, if his washing place is inside; he names Allah during ablution, and it does not harm, and there is no dislike in that; because naming Allah is obligatory according to a group of scholars. As for if it is easy for the ablution to be outside the bathroom; then this is good, so that he names Allah outside the bathroom. But if it is—as is known now—that the washing place is inside the bathroom; then he names Allah at the beginning of ablution, when he washes his hands in the ablution, and he names Allah, and there is no blame in that, and no dislike; because naming Allah is obligatory according to a group of scholars.
