Question:
If a person intends to perform ablution in a bathroom that is specifically designated for relieving oneself, should he invoke the name of Allah in that place?

Answer:
If the need arises to perform ablution in the bathrooms, there is nothing wrong with it; because invoking the name of Allah is obligatory according to a group of scholars, so one does not leave an obligatory act for something disliked. When the obligatory act is performed, the dislike is removed. So, if it is not possible for him to perform ablution outside the bathroom, he invokes the name of Allah and begins the ablution, and there is no blame on him. If it is possible for him to perform ablution outside the bathroom, he goes out and performs ablution outside.
As for the testimony, it is better to delay it until after the ablution, so that he goes out and recites the testimony outside the bathroom. It is:
I testify that none has the right to be worshipped but Allah Alone, there are no partners for Him. And I testify that Muhammad is His servant and Messenger. O Allah! Make me among the repentant, and make me among those who purify themselves.أشهد أن لا إله إلا الله وحده لا شريك له، وأشهد أن محمدًا عبده ورسوله، اللهم اجعلني من التوابين، واجعلني من المتطهرين

. It is authentically reported from the Messenger of Allah (peace and blessings be upon him) that he said:
If any one of you performs ablution, and does it well, and when he finishes the ablution, he utters the words : I bear witness that there is no deity except Allah, He has no associate, and I bear witness that Muhammad is His Servant and His Messenger, all the eight doors of Paradise will be opened for him; he may enter (through) any of them.ما منكم من أحد يتوضأ فيبلغ أو فيسبغ الوضوء، ثم يقول: أشهد أن لا إله إلا الله وحده لا شريك له، وأن محمدًا عبده ورسوله، إلا فتحت له أبواب الجنة الثمانية يدخل من أيها شاء

. Muslim narrated it in his Sahih, and this is his wording. Al-Tirmidhi added with a good chain of narration:
