Question:
I read that a person in the state of ihram is forbidden from wearing two shoes, so if he is compelled, he enters the state of ihram wearing leather socks on the condition that he cuts off their heels. What is the prescribed ruling regarding this?

Answer:
The Sunnah is to enter the state of ihram wearing one’s sandals, ... one of you enters the state of ihram wearing an izar (waist cloth) and sandals, and the Prophet (peace and blessings be upon him) informed that he does not wear leather socks, but if he needs them, he cuts them so that they are below the ankles, as in the hadith of Ibn Umar. Then the Prophet (peace and blessings be upon him) informed in the Farewell Pilgrimage on the Day of Arafah, when he delivered the sermon to the people, that whoever does not find an izar, let him wear trousers, and whoever does not find sandals, let him wear leather socks, and he did not order them to be cut in Arafah, and he had ordered them to be cut in the sermon in Medina before the pilgrimage... so he does not cut them, just as trousers are not slit when an izar is not available, and this opinion is more apparent.
And some of the scholars of knowledge said: that the command to cut them is for recommendation, so the hadith of Ibn Abbas indicates the non-obligation of cutting, and others said: rather, cutting is obligatory absolutely, and the hadith of Ibn Abbas is absolute, and the hadith of Ibn Umar is restricted; so the absolute is carried to the restricted, so they are three opinions: the most probable of them is abrogation, and that cutting is abrogated by the hadith of Ibn Abbas; because if cutting had been obligatory, the Prophet would have clarified it to the Ummah in the Farewell Pilgrimage in his great sermon which was attended by people from the nations who did not attend in Medina, so when he was silent and did not clarify, that indicates the non-obligation of cutting, and that it is abrogated; because delaying the clarification from the time of need is a matter that is not permissible in the principles, and Allah knows best.

Question: Does it remain in its state?

Answer: The leather sock remains in its state, this is the correct, and it is sufficient.
