Is the bride's guardian permitted to take from the bride's mahr?

Answer:
The father is permitted to take what does not harm her. The Prophet (peace and blessings be upon him) said:

You and your wealth belong to your father

أنت ومالك لأبيك

and he said:

Your children are from your earnings, and the best of what you eat is from your earnings

إن أولادكم من كسبكم، وإن أطيب ما أكلتم من كسبكم

So he is permitted to take from the mahr, and from his child's wealth, provided he does not harm the child.
