Question:
Is it permissible for a father to consume his daughter's mahr and not give her any of it?

Answer:
The father must look into the matter, and he has no right to harm her. It is not forbidden for him to take from his child's wealth. A man came to the Prophet (peace and blessings be upon him) complaining to him, saying: "My father has seized my wealth!" He said:
You and your wealth belong to your fatherأنت ومالك لأبيك
And in a hadith of Aisha (may Allah be pleased with her), the Prophet (peace and blessings be upon him) said:
The best of your provision is what you earn, and your children are part of what you earn.إن أطيب ما أكلتم من كسبكم، وإن أولادكم من كسبكم

The correct opinion among the scholars is that there is no harm in a father taking from the wealth of his son or daughter what benefits him, provided it does not harm the son or the daughter. This is the correct view. He has no right to harm his son or his daughter. However, if he takes something that benefits him and does not cause harm to the son or the daughter, there is no blame in that.
If they dispute, the court looks into their matter. If the child disputes with his father, the judge resolves it. However, it is better for the child not to litigate against his father, but to give him what satisfies him. Likewise, the daughter should not litigate against her father; rather, she should give him what she is willing to concede to satisfy him, and keep what benefits her. The father has a status and a great right, so it is not befitting for the son or the daughter to dispute with him or litigate against him. Rather, they should satisfy him with what is easy from the mahr and from other wealth.
The father must not be greedy and harm his sons and daughters. No, rather, it is obligatory for him to fear Allah, to be mindful of Allah, and to be of noble character, chaste, and compassionate and tender toward his children. She should be given from her mahr what suffices for her situation and what she needs to adorn herself for her husband, and he should be given from her mahr what satisfies his need or what satisfies him from that matter, without harm to the daughter.
Likewise, if the son has means, if he has surplus, he gives to his father. If he does not have surplus and his salary is only enough for his household's needs, the father has no right to take anything from him. Rather, it is forbidden for his father to harm him by doing so. However, if the son has surplus and has an excess beyond his needs, he should give his father what satisfies him from this excess, and there should be no dispute between him and his father.
