Answer:
This argument is pure ignorance. Allah has made congregational prayer obligatory upon us, and He has made the Friday prayer obligatory, and He has made fasting in Ramadan obligatory. So it is upon us to perform the obligatory duties, all the prayers, and to perform the Friday prayer, fast in Ramadan, and do everything that Allah has made obligatory upon us. We have a great reward in this, and perhaps if we do all of this, strive, and stay away from what Allah has forbidden, we may be saved. Perhaps we will be saved from the punishment of Allah, perhaps we will be accepted.
As for citing the Friday prayer, and the expiation that Allah has attached to it, or Ramadan, and then neglecting the obligatory duties, this is not something said by one who believes in Allah and the Last Day. This is not something said by one who has reason. And whoever believes that the Friday prayer suffices for the other prayers, he is a disbeliever, misguided, and misguiding others. We ask Allah for safety.
And whoever believes that fasting in Ramadan drops the obligations from him, and that he may do whatever he wishes of sins, he is also misguided and misguiding others, and a disbeliever in Allah. We seek refuge in Allah!
All Muslims, without exception, have agreed that Ramadan does not drop the obligations of the other days, and that the Friday prayer does not drop the other obligations. So the Friday prayer does not drop the Fajr prayer, nor the 'Asr prayer, nor the Fajr, nor the 'Asr, nor the Maghrib, nor the 'Isha' in their times on their days, for it only drops the Zuhr prayer on Friday. As for the other days, according to all the scholars, it is necessary to perform the five prayers on the other days. It is necessary to perform the four prayers on the day of Friday: 'Asr, Maghrib, and 'Isha', and Fajr on Friday is also necessary.
So whoever claims that the Friday prayer drops all these obligations from him, and believes that, this is disbelief and misguidance, and he must hasten to repent to Allah because this is dropping the obligatory duties and making the forbidden permissible. So whoever does this while believing in it, after the proof is established against him and his disbelief is made clear to him, he has disbelieved and gone astray by it. And so it is with Ramadan; fasting in Ramadan does not drop the obligations, not prayer, nor zakah, nor anything else that is obligatory.
Fasting in Ramadan is an obligation upon the servant to perform and to fulfill, and Allah (Exalted and Majestic is He) has made for him in that a reward and a recompense. So the reward of Ramadan does not become a drop of the remaining obligations. And he (peace and blessings be upon him) said:
The five [daily] prayers, Friday to Friday and Ramadan to Ramadan make atonement for what has happened since the previous one when major sins have been avoidedالصلوات الخمس، والجمعة إلى الجمعة، ورمضان إلى رمضان مكفرات لما بينهن ما لم تغش الكبائر

So if he is overcome by a major sin, the reward of fasting is forbidden to him—we ask Allah for safety—the reward of the prayers is forbidden, the reward of the Friday prayer is forbidden. So he does not obtain its reward except by avoiding the major sins, meaning the sins, as He (Exalted and Majestic is He) said:
If you avoid the major sins which you are forbidden, We will remove from you your lesser sins and admit you to a noble entrance [into Paradise].إِنْ تَجْتَنِبُوا كَبَائِرَ مَا تُنْهَوْنَ عَنْهُ نُكَفِّرْ عَنْكُمْ سَيِّئَاتِكُمْ وَنُدْخِلْكُمْ مُدْخَلًا كَرِيمًا
[Al-Nisa: 31] So the expiation of the bad deeds and entering Paradise is not obtained except for one who avoids the major sins.
So the point is: this is the speech of an ignorant person, the one who says that the Friday prayer and Ramadan suffice for the remaining obligations, and that they expiate him from all the forbidden things. This is from the great ignorance that has no meaning, rather it is contrary to the texts and contrary to the consensus of the Muslims. We ask Allah for safety.
And perhaps if he performs all the obligatory duties and leaves all the forbidden things, perhaps he will be successful, perhaps he will be accepted, perhaps his bad deeds will be expiated, perhaps he will win Paradise. And if he is pleased with that and boasts to Allah with it, he is deserving of deprivation and non-acceptance. We ask Allah for safety.
