Question:
I heard some of the shaykhs in one of his television lessons say that there is no harm in holding an occasion for a newborn, or an occasion that has passed a year... like the University of Riyadh marking the passage of twenty-five years, meaning they are imitating the University of Riyadh?

Answer:
If it is not made into a recurring anniversary, and if the occasion is a blessing that occurred, such as gathering people because someone returned from a journey, or was healed from an illness, and he invites his relatives, there is no harm. An 'Eid is what repeats; it is adopted as a custom that repeats every year, or every month; that is an 'Eid. But if he holds a feast for the occasion of someone returning from a journey, or for the occasion of a child being born, where he slaughters the 'aqiqah on the seventh day and invites whomever he wishes of his relatives, or for the occasion of Allah healing him from an illness, so he gathers them and holds a feast, or something similar, then this is not from the 'Eids. Rather, this is from the category of thanking Allah for His blessings. An 'Eid is what repeats, revolving with the passing of the month, or the passing of the week, or the passing of the year; it is called an 'Eid.

Question: So what about the Liberation Day and the National Day?

Answer: These revolve and repeat every year, or every... these are called 'Eids.
