The questioner: Yes, fine. Why, our Shaykh, do we not say it is obligatory without exception, and say that women are like men?

The Shaykh: Because they differ. A woman's circumcision is not like a man's. For every man, there is a surplus at the tip of the organ, which is the tip of the glans, and that is the surplus that is cut. So the matter differs completely. Women's circumcision is a piece of flesh that usually appears above the organ in hot countries, whereas in cold countries, this surplus is very, very rarely found. Therefore, the ruling differs in terms of prevalence between men and women. So if a woman needs that surplus to be cut, it is obligatory; otherwise, it is not.
