Q: What is the ruling on circumcision?
A: As for circumcision, it is from the sunnah (recommended practice) of fitrah (the innate natural disposition) and a distinguishing mark of the Muslims, as indicated by the hadith of Abu Hurayrah (may Allah be pleased with him) in the two Sahihs: He said: The Messenger of Allah (peace and blessings be upon him) said:
Five practices are characteristics of the Fitra: circumcision, shaving the pubic hair, cutting the moustaches short, clipping the nails, and depilating the hair of the armpits.الفطرة خمس: الختان والاستحداد وقص الشارب وتقليم الأظافر ونتف الإبط

He began (the Prophet) with circumcision and informed that it is from the sunnah of fitrah.
The Shariah-prescribed circumcision is the cutting of the foreskin that covers the head of the penis only. As for those who peel off the skin surrounding the penis or peel off the entire penis, as is done in some uncivilized countries, and who claim out of ignorance that this is the prescribed circumcision, it is nothing but a legislation of Satan; He made it attractive to the ignorant, it is a torture for the one being circumcised, and it is a contradiction of the Prophetic Sunnah and the Islamic Shari'ah, which came with ease, simplicity, and the preservation of the soul.
It is forbidden for several reasons, among which are:
That the Sunnah came with the cutting of the foreskin that covers the head of the penis only.
That this is a torture of the self and mutilation of it, and the Messenger of Allah (peace and blessings be upon him) forbade mutilation and the torture of animals or the cutting of their limbs, so the torture of the children of Adam is even more so, and it is a greater sin.
That this is contrary to the excellence and gentleness to which the Messenger of Allah (peace and blessings be upon him) urged in his saying:
Allah has decreed proficiency in all thingsإن الله كتب الإحسان على كل شيء
Sunan an-Nasa'i 4412Sahih (Darussalam)
the hadith.
That this may lead to the spread of infection and the death of the one being circumcised, and that is not permissible, due to the saying of the Exalted:
and do not throw [yourselves] with your [own] hands into destruction [by refraining]وَلا تُلْقُوا بِأَيْدِيكُمْ إِلَى التَّهْلُكَةِ
[al-Baqarah: 195] and His saying, the Exalted:
And do not kill yourselves [or one another]. Indeed, Allah is to you ever Merciful.وَلا تَقْتُلُوا أَنْفُسَكُمْ إِنَّ اللَّهَ كَانَ بِكُمْ رَحِيمًا
[al-Nisa: 29]. For this reason, the scholars stated that the Shariah-prescribed circumcision is not obligatory for an adult if there is fear of harm to him from it.
As for the gathering of men and women on a known day to attend the circumcision and to stand the boy exposed before them, this is forbidden because it involves exposing the 'awrah (the part of the body that must be covered), which the Islamic religion ordered to be covered and forbade to be exposed.
Likewise, the mixing of men and women on this occasion is not permissible because of the fitnah (trial, discord or temptation) in it and its contradiction of the pure Shari'ah.
