Question:
I inform you that some of the Bedouin tribes, and other people, agree to collect some money specifically for incidents. This amount is held by a person, and when an incident befalls one of the members of this sub-tribe belonging to the tribe, or a blood money is due, he goes to the one holding the money and is given the amount. After he pays the required blood money, he repays... until the original amount is returned to the trustee of the sub-tribe's special fund. Knowing that the majority of this sub-tribe are in dire need when these incidents occur, and they are in an embarrassing situation, while some are not in need of it, we hope you will clarify this method for us: is it permissible, or does it conflict with the religion?

Answer:
There is no harm in that, if the tribe, or part of the tribe, agrees on a specific assistance that they collect from one of them for incidents, and their hearts are pleased with it; then there is nothing wrong with that; if their hearts are pleased with it, for incidents that befall them, such as killing, or other than killing, injuries, or poverty, or a disaster from a flood, or a fire, or something similar, then there is no harm.
This is a matter of cooperation in good, and a matter of excellence, and consoling the afflicted, and meeting the need of the weak; so there is nothing wrong with this -if their hearts are pleased with it- they collect it, and there is no zakah on it, and the needy is given from it according to what befalls him, and they have no right to take it back once they have given it, they have no right to take it back; because they gave it for the sake of Allah, so it is distributed in the directions they specified, and whenever the amount in the trustee's hand decreases; he asks them, and informs them to give him something else; so that they can prepare that for the disasters and incidents that befall them.
And there is no zakah in it?

Answer: And there is no zakah in it.

Question: And is it taken from the zakah money?

Answer: No, in any case -it should be from other than the zakah; because the zakah has specific recipients, so if it is made from the zakah; it must be specified that it is not given to anyone except one who is among the people of zakah.

Question: Some of them, O Shaykh, collect more than three hundred, four hundred...

Answer: Even if it is a million, but not from the zakah, the zakah is paid out immediately to its people.
