Q: A tribe set aside a sum of money and designated this sum specifically for the blood money that occurs among the members of this tribe. They put this sum into trade, and the resulting profit is also returned to the blood money fund. Is zakah obligatory on this sum or not? If it is not put into trade, is zakah due on it or not? And is it permissible for the tribe itself to pay the zakah on its money from the two types of currency?
A: If the situation is as described, there is no zakah on the aforementioned money; because it is in the status of an endowment (waqf), whether it is kept idle or managed in trade, and it
is not permissible to pay zakah from it, because it is not designated for the poor, nor for any other of the categories of zakah recipients. And success is from Allah, and may Allah send prayers and blessings upon our Prophet Muhammad, his family, and his Companions.
