Question:

Is this permissible in the Shari'ah, or not?

Answer:
If this is done through lying or betrayal, it is not permissible. But if it is done through the officials, and they have a system that reduces the penalty for some people, such as the poor or others, then that is a different matter. But if it is done through lying and deception, it is not permissible. People are equal in this regard.
