The questioner : What is the ruling on one who recites over children, and writes certain words or phrases on papers and fumigates them for them, believing that in this there is a cure for them from fear or the like, of what they call by these names, knowing that these phrases may be incomprehensible, and that people come to this man and say: “Indeed, Allah is the Healer, and this is a cause for healing”?

Hanging amulets or placing them under the pillow in the bed, or hanging them on the walls of the room, or the like of that, all of it is religious innovation, rather it is from that which is forbidden:Sunan al-Bayhaqi 17:557.
And the healing that occurs through this is not from it, rather it is a trial; it occurred in its presence, not by it. But the Salaf (may Allah have mercy on them) differed regarding whether what is hung is from the Qur'an, is it permissible or not?
Ibn Mas'ud and a group disliked it, and this is closer to sincerity and reliance upon Allah (Mighty and Majestic), and others permitted it.
As for what is not from the Qur'an, it is not permissible, especially if it contains letters whose meaning is not known, for they may be names of the jinn, or magical talismans, so it is not permissible to rely upon them, even if healing occurs when they are used, for it did not occur by them, because no evidence has been established that they are a legislated cause, nor are they a sensory cause.
But Allah (Glorified and Exalted is He) may test the servant and try him, so he obtains his desire through a forbidden means. So let the wise and intelligent person beware of these matters, and let him seek help from Allah (Mighty and Majestic), and let him rely upon Him.
Yes, if we find a righteous man who recites over the sick person with the Noble Qur'an and the Prophetic hadiths, then there is nothing wrong with it, and it is from the Sunnah, that a person performs ruqyah (healing by Qur'anic recitation) for his brother with the prescribed ruqyah.
