Answer:
The niqab and gloves are not appropriate for a woman in the state of ihram. As for a woman who is not in the state of ihram, it is obligatory for her to wear them when going out to the Haram or elsewhere. If she covers her face with a headscarf and a shaylah, that is better and more complete.
