Answer:
Answer: What is the public benefit? A grave is not moved except out of dire necessity, such as if a road passes over it, for example. This requires that the graves be dug up and moved only by a fatwa from the Department of Ifta. No one has the right to act in moving graves. If the need for moving arises, a request is written to the Department of Ifta, and a committee is sent to decide on moving the graves, determining that this is a matter of absolute necessity. One must not play with such matters. Once the deceased is placed in his grave, it becomes his property, so it is not permissible to remove him from it except for a valid religious excuse determined by the scholars.
